- Implement a "client support / help desk" concept within customs and indirect taxation environments as part of overall business strategies, and help develop a "client conscious and quality of service" approach to associated business issues.
- Introduce additional resources as required into projects to ensure overall project implementation is achieved within agreed budgets and time scales, and ensure necessary skills transfer takes place where ever possible.
- Develop and implement associated training programmes, facilities (if necessary) and related materials to ensure ongoing success of revitalised customs environments, and secure staff commitment and enthusiastic participation in modernisation programs.
- Assist revenue authorities to implement community wide awareness programs to complement any proposed modernisation and electronic commerce based initiatives.
- Assist revenue authorities to establish an appropriate legislative framework within which to develop electronic commerce based initiatives in customs, indirect taxation and the wider international trading community.
- Assist revenue authorities to review current business practices with a view towards standardisation, rationalisation and simplification of procedures prior to introducing wider business process re-engineering and institutional reform that is aligned to international best practices.
- Assist revenue Authorities to develop appropriate audit, compliance, intelligence and investigative procedures, and associated expertise necessary to operate an effective risk management based environment for the processing of international trade transactions.
- Assist revenue authorities to develop appropriate management reporting mechanisms to adequately monitor corporate performance, including establishment of goals, objectives, performance indicators, targets and feedback mechanisms.
- Assist revenue authorities to introduce effective and appropriate personal appraisal and staff reward schemes (if necessary), which take into account local cultures and wider civil service constraints.
- Assist revenue authorities to introduce internationally aligned, transparent, public sector policies and procedures for procurement of goods, services, and smaller civil construction works.
